How do I send Raw IP packets on OSX

Hi All.

I've taken the ping sample code from Apples web site and ported it to work as
a Carbon app. It works fine under OS9, but under OSX (10.2) it errors on the
OTOpenEndPoint call when trying to create a kRawIPName connection. The error
code is -3200 which means Permission Denied. A non-carbon version, when run
under the Classic environment of OSX works fine!?! In fact, you can remove
loads of code so that all it tries to do is create a raw ip connection and
that too fails. It seems that under OSX one can't create a raw ip connection.

Does anyone know why, and what I must do to 'fix' this.
