notification of IP stack changes on OS X

I believe it's been talked about recently on this list; I apologize for
not paying better attention at the time.

I'd like to find out when the status of the IP stack changes -- primarily,
I need to know when my IP address(es) change(s).

I need this only on Mac OS X, and would prefer a Cocoa-based solution,
though C/C++ or Carbon is fine, too. I _think_ this is the purpose of the
System Configuration Framework, but I didn't find any API details in the
documentation on this. Is there anything more, or do I just need to pay
closer attention to what's there?
