Adding ARP Entries in OT

More fun with goofy devices.

We need to communicate to a device that doesnt do ARP (oh goody). The
solution on other platforms (Windows and Linux) has been to manually make
ARP entries and routing table entries for this device.

How do I do this in OpenTransport?

I see that there is an MIOC_ARP for ioctls to the Mentat ARP module. But
how do I talk to the module? What are the ioctls?

Also how do I add static routes in order to route this device. The device
will be on the same physical link, but may in fact be setup to be on a
different IP subnet. Again on other platforms a static route entry back
to the local host have been added to the routing table. Is this
appropriate for OT? How do I make routing table entries?

Thanks for any pointers or information that might be available.
