To add a route into TCP/IP provider and a new interface, As I found I should make an OTIoctl call to Provider (or driver module?). Can you help me which Ioctl command would add or delete from TCP/IP roouting table (and how can I add a new interface for multihoming).

Looking through your various questions it seems that you're trying to do a bunch of low-level stuff with OT, none of which are formally documented. I can probably help you with this, but not in this "free to air" medium. If you really need an answer you should create a DTS tech support incident and we can take it up from there.
