I've found a comment in my network setup code that indicates that TCP
sometimes gets disabled for an unknown reason. Possibly the pref store isn't
getting committed correctly? We get around it by checking the
digest.fTCPv4.fUnloadAttr == kTCPv4Inactive, and if so, setting it to
kTCPv4ActiveLoadedOnDemand again and again. It usually takes after doing
this a couple of times.
