PPP Out Of Memory Error?

This is on system 8.5. Under some circumstances (which are as yet not
totally clear) the Remote Access PPP port cannot be connected to using
OTOpenEndpoint. It returns a -3211 Out of Memory error.

If we open the Remote Access Control Panel and arrange for the
configuration to be correct and valid for the Modem, TCPIP as well as
Remote Access and then connect with Remote Access then the PPP port
starts working again.

Somewhere way back in my failing memory I seem to recall something about
loading something to make sure that the ppp port would respond. I am
probably confused and this is a red-herring.

Nonetheless, is there something we can do to get the ppp port to open
correctly and not return an out of memory error?
