Well, the problem is this. If the user unplugs the modem, then plugs it
back in before PPP has figured out that the connection was terminated,
reconnecting results in other problems. (We don't have our own dialer -
just using the remote access dialoer). So, I thought a possible solution
would be to immediately inform PPP of the disconnect when the modem is
unplugged.

> (2) Send a PPP terminate up the stream to PPP.

So do I do this via mi_tpi_discon_ind?
