Yes, that's exactly right. The Internet preferences panel, for reasons that I don't quite understand, uses the "NewsServer" IC pref key, rather than kICNNTPHost. I filed this as a bug [2932218]. My recommended workaround is to set *both* keys when you set the user's news host.
