If I was doing this I would write C code to do it. "scutil" is a tool for poking around with SCF and exploring how it reacts to dynamic reconfiguration. It's not meant to be a command line replacement for the Network preferences panel. Parsing its output is a bad idea.

I've heard that Xserve has command line tools to do most of the stuff that you can do using the System Preferences GUI, but I haven't explored that. It could be that those tools are only available in Jaguar.
