IPNetTuner uses the SIOCSIFMTU ioctl (standard BSD as described by
Stevens in UNIX Network Programming) to set the MTU for the corresponding
named device. You'll probably want to contact Apple DTS for the API
details since they haven't been published (or you might deduce them
yourself from the dump ARP Cache sample).
