I believe this is due to a timing issue.

My experience is that if I start dialing too early after switching the
network settings, I get either error 19 or error 9.
I do not know the correct solution to this. It would be ideal to know
when the new settings are ready.
This is still a guess, because error 19 (ENODEV) doesn't really tell me
what's wrong. ;)
