In search of suitable Carbon networking API...

I am currently considering porting my program (Aquaduct, see http://postpose.com/aquaduct) from Cocoa to Carbon, and am thinking of using Open Transport.

Before I can, however, I need to be able to do a few things:
1) I need to be able to sniff packets off of the network, can Open Transport do this?
2) I need to be able to inject packets into the network, and I need to be able to specify the *entire* packet header (including the ethernet header). Can Open Transport also do this?

If OT can't do these, could anyone recommend another Carbonized API that I could look into?
