Network Setup Question

We are using the Network Setup APIs to change configurations for TCP/IP.
In some conditions (which arent entirely clear) we find that the TCP/IP
stack doesnt fully switch to the new configuration.
In particular, we have a machine that has a bad internal Ethernet adapter
that doesnt work, but shows up in the TCP/IP control panel. After
switching to another port using the Network Setup APIs the TCP/IP stack
stops working.
That is we cant get the TCP/IP stack to start working again on any port
even after changing to a know good configuration. The only solution we
have found is to restart.
If we remove our code for changing the configuration, everything is fine
with the stack. Obviously we arent doing something correctly. The new
configuration is created and works just fine outside of this problem.
Is there something that needs to be done to let the stack know to change,
to reset? Is there a special preference we might be missing that needs to
be setup to notify the stack?
We are not using MoreNetworkSetup although I will be reviewing that code
to see what I might be missing.
Thanks for any suggestions.
...Duane
