This feature is not under the control of SCF. Moreover, the mechanism as it's currently implementing has no public API.

I strongly encourage you to file a bug requesting an API for this, preferably as part of SCF. It's highly inconsistent that SCF lets you set all the values in the Network preferences panel except this one.
