1st question:

Is it possible to add a Network Interface to a Mac OS X machine without shutting it down?

Yes. The real question is, is it possible to /remove/ an interface without restart? And I believe the answer to that is "Yes, on Mac OS X 10.2 and later."

2nd question:

Is there a theoretical maximum of interface Mac OS X can handle?

No idea.
