Detecting the OS is going to Dial

Hi,
Does any know if it possible to detect from a separate process, that
another process is initiating a dial up to happen, and then being able to
check the settings, maybe change them, and let the dial continue.

I guess I could use the PPPLib to monitor the status, but how could I say
hold on change the settings, and tell it continue on its dial process.

Is there a procedure that I register for this, which is way you can do it
on windows RAS system.
