Forcing PAP on OSX

Can anyone tell me how I might force OSX PPPoE to negotiate PAP authentication?

An ideal solution would use SCF; editing other system config files also
might fit my environment. I'd prefer to leave writing custom code as a last
resort. My need is for a commercial software product.
