Hi,
Sometimes it is good to do things before a location switch changes
network connection state, etc., like unmounting shares or turning off a
VPN connection or whatnot. If this notification were available, then
this might be possible. But, as you say, it is more of a "delegate"
thing than a "notification" thing (in Cocoa terminology).

Not as such. What are you trying to do?
[As an aside, in a preemptive system, there's no real difference
between pre- and post-event notifications, because there's no
guarantee that your process will run before the event. The
alternative is to implement some sort of "approval" mechanism, where
the system must hear back from you before it switches, but that's not
notification.]
