MoreSCF does not have a 'WillDial()' analog-

This feature is supported directly by SCF. Check out SCNetworkCheckReachabilityByAddress and SCNetworkCheckReachabilityByName.

Also, check out DTS Technote 1145 "Living in a Dynamic TCP/IP Environment", which discusses this stuff in depth.
