Two approaches:

a) Replace the relevant part of OS X with a modified version which removes the limit (some file in the /usr/include/netinet/ directory has the constants; merely a recompile needed)
b) Replace the relevant part of OS X with a modified version which allows for user customization in regards to which ports are locked

If you do the latter, everyone can benefit, and Apple might be nice enough to adopt the changes officially.
