Network Preference Panel And New Configurations

While running our software we create a new network location. This
location shows up fine in the Location menu, but doesnt show up in the
Network Preferences panel - if it is running.
I have noticed that if the location is changed using the Location menu,
then the location will be reflected immediately in the Network
Preferences panel.
What do I need to do to make the Network Preferences panel recognize a
new location while it is running?
