Thanks to all who provided help and suggestions here.

After some digging and inspection, it turns out that it is the PPP
statistics collection mechanism.

The socket is opened, there's an ioctl SIOCGPPPSTATS, and then the socket
is closed.

I've worked around my problem for now by recognizing and ignoring sockets
from configd.
