I think you are correct about how routers handle broadcasts.

What you describe is very similar to the NBP-Lookup-based mechanism many
Macintosh software programs used when AppleTalk was our dominant network. I
think dns-sd <http://www.dns-sd.org/> is intended to provide the same
capabilities as NBP-Lookup. You might find some value in examining dns-sd.
At the very least, you will find folks much more reluctant to close the
relevant ports because they would loose all the other services which rely
on dns-sd. And you get the benefit of developing expertise with a standard
protocol, which you might find useful for other tasks.
