Wrong. The problem is merely that Safari is lame. It doesn't load the
Plug-ins until you manually do a "Show Installed Plug-ins" from the Help
menu. Furthermore, it doesn't even bother reading Internet Config's list of
helper applications and associated MIME types, so there is no way to make
Safari launch your application as a helper.

P.S. This behavior is bad, but I would be much less bitter if it weren't
for the absolute lack of a single response from the Safari team. I've
submitted these complaints more than once, both via their convenient
built-in black hole, and also by posting on these kinds of forums, but no
one from Safari has ever responded, and so we are going to have to explain
to our customers that Safari can't be used with our product. I don't care
how fast it is, it's lame compared to MSIE in terms of overall
functionality.
