Oh I wish, I wish, I wish I could use CoreFoundation for everything ... unfortunately, I have to target CFM/MacOS 9, and it looks like CFNetwork wasn't introduced to CarbonLib until after OS9 had been marooned in a sea of nonsupportitude.

URL Access does not support proxy authentication, however CFNetwork does and I would highely recommend that you switch to CFNetwork for various othe reasons, like improved speed and stability.
