As I said in an earlier post, there is no "current service" as far as the SC preferences are concerned. The active proxy settings are determined by the dynamic store. Specifically, the preferences lists the services in a specific order (you can edit this order in the Network preferences panel). The first active service in this list is the one whose proxy settings are used.

Probably the best solution in your case is to simply store the required proxy settings in to every service in the set. That way you're guaranteed that they'll take effect, regardless of changes in the dynamic store.
