I'm the inheritor of some interesting code and I'm getting a very
unexpected error return from OTGetEndpointState and other OT functions.
Code supports a mix of blocking and non-blocking mode endpoints and
I find that all to often I get a -3155 (kOTOutStateError) status.
Docs suggest that this is nearly impossible in the case of GetEndpointState
so I'm looking for suggests as to what could have gone so wrong as to
give this result.
