Raw Socket Conflicts

After some testing we have discovered that there can be conflicts when
using raw sockets. In particular, only one socket can listen for a
specific low level protocol (for example PPPoE).

Is there any way to work around this limitation? For example, if the
System is connected using PPPoE, then aother program cannot listen for
PPPoE packets in order to discover PPPoE servers.
