TCP Spoofer

Hi,
I'm working in a project where I'm required to develop a spoofer at the TCP layer which
will intercept packets before they reach the TCP layer, modify them and then forward them to the TCP stack.
Does MAC OS X provide any utility to do this?
I believe there is something called "Network Kernel Extensions" (NKEs) but I have not been able to find documentation about the same.
