I don't believe the Carbon-version of OT supports AppleTalk. It might still
work on OS 9, but I think it fails on OS X.
My understanding is that you need to hit the low-level socket's layer to do
AppleTalk on OS X.
Just to nail it down, this is correct: AppleTalk is not supported in OT on
Mac OS X (unless of course, you are running in Classic).
Source for AppleTalk libraries and commands used in Mac OS X is available
at the Darwin site (to see how to deal with AppleTalk programmatically).

Just to be pedantic, actually a good portion of OT/AppleTalk *is* supported
on OS X as long as you're a Carbon app. Little-used protocols like
ADSP aren't supported and there are a few subtleties to be sure, but I
can report that if you're crazy enough, you can still be a friend of
AppleTalk. :-)
