The "scutil" command does not (with the exception of the ComputerName
and LocalHostName) have any effect on the stored system/network
configuration. This is not the tool to use to "change an IP address".
Changes to the permanent configuration are managed by the Network pref
pane, by the "networksetup" command available on Mac OS X Server
systems, an by the Jeffrey Frey's "ncutil" command (
http://deaddog.duch.udel.edu/~frey/darwin/ncutil.php ).
... and the changes made by these tools are reflected in the currently
used settings as a result of using the SystemConfiguration.frameworks
SCPreference APIs.
