This is a tricky problem, with aspects dating back to the original
implementation of the Alias Manager in System 7. On traditional Mac
OS, an alias that you create to a local volume would only contain
server information if Personal File Sharing was actually running on
that machine. This could create all sorts of weird behaviour, where
alias A was not equal to alias A', simply because the user turned PFS
on or off.
On Mac OS X I believe that the alias never contains server
information, regardless of whether File Sharing is running. This is
certainly different from the traditional Mac OS behaviour, and
probably could be considered a bug. Certainly, it makes doing what
you're doing (passing an alias from a server to a client) difficult.
I don't think there's any easy workaround here. Aliases are
completely opaque and there is no setter for this information (the
VolMountInfo). I'd recommend that you file a bug report about this.
