I'm not sure I understand the question. Consider the following statement.
I have a volume and I share it from a file server.
Programs running on the server itself can work with large
files on the volume. However, programs connected to the
server over the network can't.
The above statement is definitely true. For example, if you have a
Mac OS 9 machine running Personal File Sharing, local processes can
work with large files but the file server software only support AFP
2.x, and thus remote clients can't access large files.
