The Mentat/TCP stack used by Open Transport is extensively tunable.
See IPNetTuner from my website for an example and more details.

If you need to support both Mac OS X and Mac OS 9, you'll need
separate code paths to work with the BSD stack versus OT.
There's very little integration for low level networking between
Mac OS 9 and Mac OS X.
