URLOpen and local files

I am trying to write a routine for downloading from a URL. The code has to handle both "http://..."; and "file://..." Downloading from http:// works fine. Trying to download from file:// returns an error of 100002. Which is strange because it is a positive number. I tried URLOpen/Download/SimpleDownload and they all give the same error. Any ideas? Thanks.
