I've built a SOAP server from scratch using Objective-C and expat. I
basically followed whatever specs I could find online. The O'Reilly
SOAP (I think it's SOAP in a Nutshell) and XML in a Nutshell books are
invaluable.

I've been meaning to put the code online but it's very rough (poorly
documentation and fragile sample applications).
