The public SCF API was introduced in 10.1. IIRC it worked pretty

I should point out that 10.0.x does have a form of SCF, it's just an
old form that doesn't support the current public API. So you could
write code to work on 10.0.x; you just have to dig the headers out of
Darwin. However, you shouldn't do that because...
It should be fine to specify a minimum OS at 10.1.4 because that upgrade
... no one, and I mean *no one* is using 10.0.x.

The last URL is kinda fun. By these statistics it's 9 times more
important to support 10.0 Public Beta than it is to support 10.0.x.
These statistics correlate pretty closely with the information I've
seen from other sources, such as software update statistics collected
by various developers.
