URL File time stamp

I am using the CFNetworkHTTPDownload sample as a basis for my code.

Is there a way to use this to check a file's time stamp on a server without
downloading the file?

I want to monitor a file on a remote URL to see when it is updated, and if
it is a new file, to download it.
