No. Because older versions of Mac OS X (pre-Panther) did not support
per-socket TCP keepalive settings, OT does not fully support the
TCP_KEEPALIVE option <rdar://problem/3225562>. Given that the OT API
is officially deprecated, this is unlikely to change.
