I also know how to get the user/password for a specific proxy from the KeyChain, but if I add a username/password to a proxy in the Network Prefs, then uncheck the box "Password required", then I can not find this setting, and the username/password is still in the KeyChain.

That's not my experience. What system are you testing on? On my computer (Mac OS X 10.3.7), if I uncheck the "Password required" checkbox, the item disappears from the keychain.
