Typically the Identification field in the IP header should be
changing for unique packets being sent out. However retransmissions
at the ethernet driver or hardware level would be 100% identical.

They would be 100% identical, which is what I saw in the case I encountered.
I have been looking at some of my networking books, but haven't
found anything yet that tips me off one way or the other.
One other thing I remember, I was using a PowerBook running OS 9 to
help track down the problem. I was using Network Browser to trigger
the problem, and running EtherPeek on the same computer. EtherPeek on
OS 9 only sees incoming packets on the machine it is running, it
doesn't see outgoing ones. That made it easy to distinguish between
the PowerBook sending multiple copies, or the network causing the
duplicates.
