ICLaunchURL problem

A customer of mine is getting -39 (eofErr) returned from a call to ICLaunchURL in my Carbon CFM application running under OS X 10.2.6. The URL is a file:// URL pointing to a file that exists. The file name contains only one special character, a space, which is encoded in the URL as . The file I am trying to open is a .command file, ie I am trying to launch a script. Everything works correctly under 10.3.x and 10.4.x.

Does anyone have any idea what might be causing the -39 error? An end of file error doesn't make any sense to me for a call to ICLaunchURL.
