  If so, your question has nothing to do with network programming :)

  What primary language is your system using? If this problem is not
reproducible with primary English, that'd be a bug in
CFStringCreateExternalRepresentation(). Looking at the source, there is a
small potential for primary language-related bugs there, but I cannot
reproduce the problem with primary Russian and 10.4.

  Perhaps, this should be taken to carbon-dev list now.
