I don't think has anything to do with Mac network programming. That
said, I don't know what Windows offers or what restart services are,
but Mac OS X does have a rich interface for startup items. Look in /
System/Library/StartupItems. Also look at Login Items in System
Preferences. Finally, since this is a networking list, you might want
to look at launchd as well.
