API for active network connection

Is there an API to scan for a active network
connection regardless of interface? ie modem,
Ethernet, or wireless, I was using ifconfig, but
wondering if this would cover all the interfaces...

I'm trying to detect when a disconnection happens
using some pyhsical link detection.... instead of
polling a url...
