I've done pretty much exactly that. What's even more shocking than the fact that there's no supported method of accomplishing this task is the fact that VPN service entries are bound to a single location/set on the user's computer, so if you switch locations, you can't use your VPN connection unless you go setup a new one. This makes absolutely no sense to me whatsoever, but considering the state of VPN support in OS X in general, I suppose it's at least symmetrical.
I would just write my own racoon wrapper and forget about it, but I want to leverage the "on demand" feature of Internet Connect, and I'm not sure how to go about accomplishing that in my own dialer.
