I'm pretty sure that 802.11-layer snooping, i.e. management/control and 4-address WDS frames, is not supported in Mac OS X 10.4. I don't know (and couldn't say, even if I did) whether or when it will be supported in the future. Maybe one of the AirPort engineers can give an unequivocal answer to that.
