Forcing PAP Authentication in Internet Connect

Is there a way to configure Internet Connect (or the Network prefs via SCF)
to force a PAP authentication?

I know that you can configure the /etc/ppp/options file to disable CHAP, but
this is a global option and does not work well in a multiple location
environment.

Any suggestions?
