I'm using PackageMaker to create an installation package. I want to include a Readme, License, etc. In Apple's Software Distribution document on page 49 I find this "Use the Resources field on the Resources pane to tell PackageMaker about this directory."

I can't find any pane or field named "Resources". I use PM v. 2.1, which I assume is in harmony with the document.

Unfortunately the current documentation is out of date. Sorry. We're doing our best to get revisions made.

In the latest Package Maker (2.1) there is a button "Show Installer Interface Editor" which lets you interactively create these items and see what it would look like in the Installer. Far easier then putting everything in a resources folder like the old days.

On a related note, at WWDC we're planning a couple of technical sessions on Package Maker and Mac OS X install technologies, as well as a few labs where you can meet and work one-on-one with the Installer engineering team. Are you planning to attend? This is a once a year opportunity to get this type of attention and assistance, which can single-handedly accelerate issue resolution and development by weeks.
