I've filed an enhancement request for this: Bug ID# 4813553.

Allan, poking around http://www.opensource.apple.com/darwinsource/ 10.4/configd-130/Plugins/IPMonitor/ip_plugin.c, I see that there are various tests around the presence of kSCPropNetIPv4Router. I'm afraid I don't follow the code too well, would you suggest there's any mileage in say fiddling the Router key?
